All the money in the world couldn't keep Justin Beiber from being cited by the Los Angeles Police. The "Never Say Never" crooner was pulled over on Friday for speeding in the San Fernando Valley.

Los Angeles City Councilman Dennis Zine, reported that when he spotted the 18-year-old singer, he looked like he was going over 100 mph. "As soon as he got some room, he accelerated and began weaving in and out of lanes," he said.

According to Beiber, he had a good reason for taking his chrome-tinted Fisker Karma for a joyride. He was trying to evade the paparazzi. His story was backed up by Zine, as he too saw a slew of other cars, allegedly containing paps, chasing the Biebs.

Other eyewitnesses can also attest to the chase. The California Highway Patrol received about 10 calls about the incident.

"It was a very dangerous, chaotic situation," Zine said. "I was driving 60 to 65 miles per hour. When he passed me, he was...driving in a careless, reckless fashion."

Bieber's manager, Scooter Braun, thought Zine was just another opportunist. He told TMZ, he is "just a councilman looking for a headline." To which Zine replied, "I'm a councilman trying to save lives." He stands so firmly by his statement that he would even testify against Bieber in court.

Beiber got into an altercation with a paparazzi this past May, after catching a movie with his girlfriend Selena Gomez.
